Glock Blue Label Serial Number

Other places may sell blue label Glocks but they can mark it up, local store in my town wanted $470 for a Glock 19 'blue label.' Also order soon, wait times can be longer because it is LEO distribution so they mostly handle large bulk orders and wait times can be long for what they call 'individual officer' sales.

Is there something special about the gun that makes Glock sell it for less to LE/MIL?
I just got my first Glock, a plain jane gen 3 G19 on the Blue Label program. The box has some very interesting stickers on it.
The white label says 'GLOCK 19 9MM PSTL TNFR FXD 5LB REST CONVERSION WITH NON MATCHING SERIAL'
Sure enough, my barrel serial does not match my frame and slide.
The blue label has a number in the top right that says 'PI195xxxxTB,' but the 'TB' has been colored over with a marker.
Why is the 'TB' crossed out? Why did my pistol not have a threaded barrel? Any insight in to what all of these markings mean?
